नई दिल्ली [जागरण ब्यूरो]। नकद सब्सिडी सीधे गरीबों तक पहुंचाने की योजना को रिश्वत बताने वालों को आड़े हाथों लेते हुए सरकार ने कहा है कि यह गरीबों का हक है। ग्रामीण विकास मंत्री जयराम रमेश ने कहा,सरकारी मदद को भ्रष्ट आपूर्ति व्यवस्था की फौज लूट लेती थी, जिसे रोकने में यह नई प्रणाली कारगर साबित होगी।

जयराम रमेश शुक्रवार को नकद भुगतान पर आयोजित अंतरराष्ट्रीय सेमिनार में बोल रहे थे। उन्होंने कहा,हम कल्याणकारी राज्य के सिद्धांतों को नहीं छोड़ रहे हैं,बल्कि सिर्फ यह कह रहे हैं कि कल्याणकारी राज्य की योजनाएं इस प्रणाली के जरिए सही से लोगों तक पहुंच सकती हैं। कल्याणकारी योजनाओं की राह में भ्रष्ट बिचौलियों की फौज जिस तरह खड़ी हो जाती है, उसे रोकने में यह व्यवस्था मददगार साबित होगी।

जयराम ने पूर्व प्रधानमंत्री राजीव गांधी के उस बयान का जिक्र किया, जिसमें उन्होंने कहा था कि सरकारी मदद का सिर्फ 15 फीसद ही गरीबों तक पहुंचता है। बाकी धन बिचौलिए उड़ा लेते हैं। अरविंद केजरीवाल के आरोपों पर केंद्रीय मंत्री ने कहा, लोगों को उनका शत-प्रतिशत हक दिलाना उपहार नहीं होता है। वास्तव में यह कल्याणकारी राज्य को और प्रभावी बनाने के लिए शुरू किया गया है।

कल्याणकारी योजनाओं की मदद को लाभार्थियों के खाते में सीधे जमा करने के बाद उनके घर तक पहुंचाने का बंदोबस्त किया जाएगा। जयराम ने कहा,नई व्यवस्था से 90 लाख अनुसूचित और 30 लाख अनुसूचित जनजाति के छात्र छात्राओं को लाभ मिलेगा। वृद्धावस्था पेंशन व वजीफा राशि लोगों को सीधे मिलने लगेगा। बैंक खातों में पहुंचने वाली राशि को बैंक के प्रतिनिधि लाभार्थियों के घर तक पहुंचाएंगे। प्रतिनिधियों की नियुक्ति बैंकों के बजाए महिला स्वयं सेवी संगठन,आंगनवाड़ी और आशा कार्यकर्ता करेंगे। पहले चरण में 20 लाख माइक्रो एटीएम भी खोले जाएंगे,ताकि लोगों को उनके गांव में ही पैसा मिल सके।

कांग्रेस मुन्नी से भी ज्यादा बदनाम

अहमदाबाद [जासं]। भाजपा के स्टार प्रचारक और सांसद नवजोत सिंह सिद्धू ने केंद्र सरकार और कांग्रेस पर तीखा हमला बोला है। उन्होंने कहा, प्रधानमंत्री मनमोहन सिंह सरदार तो है लेकिन असरदार नहीं। काग्रेस पार्टी तो मुन्नी से भी ज्यादा बदनाम है।

नवजोत सिंह सिद्धू ने गुरुवार को गुजरात परिवर्तन पार्टी [जेपीपी] के मुखिया और बुजुर्ग नेता केशूभाई पटेल के विस क्षेत्र विसावदर में एक चुनावी सभा में कहा, पीएम के पद पर बैठे डॉ मनमोहन सिंह सरदार हैं, असरदार नहीं। सरदार वह होता है जो देश का नेतृत्व पूरी क्षमता से करे। केंद्र सरकार पर भ्रष्टाचार और घोटालों का आरोप लगाते हुए कहा, काग्रेस ने देश को अंधकार में धकेल दिया है। गुजरात का चुनाव मुख्यमंत्री के लिए नहीं बल्कि देश के प्रधानमंत्री के लिए है, क्योंकि मोदी में ही पीएम का पद संभालने की क्षमता है। यह सपना तभी साकार हो सकता है जब वे गुजरात में चुनाव जीतें।

भाजपा के बागी केशूभाई पटेल को धोखेबाज बताते हुए सिद्धू ने कहा, केशूभाई ने मां समान पार्टी की पीठ में छूरा घोंपा है। ऐसे में जनता उन्हे कैसे अपना मत दे सकती है।

इंसाफ के तराजू में हम श्रीलंका से भी हल्के

वाशिंगटन। दुनिया के सबसे बड़े लोकतांत्रिक देश भारत में न्यायिक प्रक्रिया काफी धीमी है। न्याय दिलाने के मामले में 97 देशों की सूची में भारत को 78वां स्थान मिला है। जबकि उसकापड़ोसी देश श्रीलंका सभी दक्षिण एशियाई देशों में कानून व्यवस्था के मामले में अव्वल है। व‌र्ल्ड जस्टिस द्वारा 'रूल ऑफ लॉ इंडेक्स 2012' शीर्षक से बुधवार को जारी रिपोर्ट में यह बात कही गई है। इस रिपोर्ट में अलग-अलग देशों को कानून-व्यवस्था के मामले में आठ विभिन्न क्षेत्रों के लिए आंका गया हैं।

जांच और संतुलन की व्यापक व्यवस्था के मामले में दुनिया में भारत का 37वां स्थान है। जबकि निम्न मध्य आय वर्ग के देशों में दूसरा स्थान है। रिपोर्ट में कहा गया है कि भारत में स्वतंत्र न्यायपालिका, अभिव्यक्ति की स्वतंत्रता के लिए मजबूत संरक्षण और तुलनात्मक रूप से स्वतंत्र सरकार है। इस मामले में वैश्विक स्तर पर सूची में उसे 15वां जबकि निम्न आयवर्ग में चौथा स्थान मिला है।

रिपोर्ट के मुताबिक भारत में प्रशासनिक एजेंसियों के बेहतर प्रदर्शन नहीं करती और न्यायिक प्रणाली की गति बहुत धीमी है। इसकी मुख्य वजह अदालत में मामलों की ज्यादा तादाद और कार्यवाही में होने वाली देरी है। भ्रष्टाचार के मामले में भारत का स्थान 83वां है। रिपोर्ट में कहा गया है कि यहां भ्रष्टाचार एक प्रमुख समस्या है और पुलिस द्वारा भेदभाव व गालीगलौज कोई अनोखी बात नहीं है। वहीं अपराध, नागरिक संघर्ष और राजनीतिक हिंसा चिंता के विषय हैं। इसके लिए इसे विश्व में अंत से दूसरा स्थान यानी सबसे कम रैंकिंग मिली है। जबकि श्रीलंका अपने क्षेत्रीय साथी देशों के मुकाबले कानून व्यवस्था में दो क्षेत्रों के अलावा बाकी सभी क्षेत्रों में बेहतरीन रहा है। इस देश ने कई निम्न मध्य आय वर्ग वाले देशों को कई क्षेत्रों में मात दी है। आपराधिक मामलों में न्याय के लिए श्रीलंका को दूसरा जबकि स्वतंत्र सरकार, प्रभावी नियामक प्रर्वतन और भ्रष्टाचार न होने के लिए तीसरा स्थान मिला है। वहीं दूसरी ओर गृहयुद्ध के बाद हिंसा और मानवाधिकार उल्लंघन गंभीर समस्याएं हैं।

रिपोर्ट में कहा गया है कि पाकिस्तान की जब क्षेत्रीय साथी देशों से तुलना की जाती है तो वह कई क्षेत्र में कमजोर साबित होता है। वहां सरकार की जवाबदेही के निम्न स्तर के साथ-साथ भ्रष्टाचार, कमजोर न्याय प्रणाली और आतंकवाद व अपराध के खिलाफ खराब सुरक्षा स्थिति है।

US lottery jackpot climbs to $580 million on ticket sales

CHICAGO: A lottery jackpot rose to nearly $580 million, as Americans went on a ticket-buying spree and many people who rarely, if ever, play the lottery were enticed to purchase a shot at the second-largest payout in US history.

Among them was Lamar Fallie, a joblessChicago man who said his six tickets conjured a pleasant daydream: If he wins, he plans to take care of his church, make big donations to schools and then "retire from being unemployed."

Tickets for the Powerball lottery were selling at a rate of 130,000 a minute nationwide - about six times the volume from a week ago. That meant the jackpot could climb even higher before the Wednesday night drawing, said Chuck Strutt, executive director of the Multi-State Lottery Association.

The jackpot has already rolled over 16 consecutive times without a winner, but Powerball officials say they now believe there is a 75 percent chance the winning combination will be drawn this time.

If one ticket hits the right numbers, chances are good that multiple ones will, according to some experts. That happened in the Mega Millions drawing in March, when three ticket buyers shared a $656 million jackpot, which remains the largest lottery payout of all time.

Yvette Gavin, who sold the tickets to Fallie, is only an occasional lottery player herself, but the huge jackpot means she'll definitely play this time. As for the promises she often gets from ticket purchasers, Gavin isn't holding her breath.

"A lot of customers say if they win they will take care of me, but I will have to wait and see," she said.

लंदन। एक शोध की मानें तो वर्ष 2013 में जन्म लेने के लिहाज से स्विट्जरलैंड दुनिया की सबसे अच्छी जगह है।

इस शोध में जन्म लेने के लिए स्विट्जरलैंड को जहां पहला स्थान दिया गया है वहीं भारत को 66वां स्थान मिला है। जबकि ब्रिटेन को इस सूची में 27 वां स्थान मिला है। शोध के मुताबिक स्विट्जरलैंड में पैदा हुए लोग अपेक्षाकृत ज्यादा खुश होते हैं।

बेहतर जीवन देने के मामले में नार्वे, स्वीडन और डेनमार्क भी शीर्ष पांच देशों में से है। कंपनी द इकोनॉमिस्ट की सहयोगी संस्था द इकोनॉमिस्ट इंटेलिजेंस यूनिट ने स्वास्थ्य, सुरक्षा और बेहतर जीवन को आधार बनाकर किए गए सर्वे के बाद यह सूची तैयार की है। सर्वे में आर्थिक स्थिति को तो प्राथमिकता दी गई लेकिन अपराध, स्वास्थ्य और पारिवारिक जीवन को भी आधार माना गया। सर्वे में इस तरह के कुल 11 बिंदु शामिल किए गए। इनमें भौगोलिक दशा, सामाजिक सांस्कृतिक विशेषताओं और विश्व अर्थव्यवस्था की स्थिति को भी महत्व दिया गया। शीर्ष दस में आधे देश यूरोप के हैं। सूची में अमेरिका का 16वां और चीन का 49वां स्थान है।

'Oxford dictionary's former editor secretly deleted Indian words'

LONDON: An eminent former editor of theOxford English Dictionary attempted to rewrite it by deleting thousands of words with foreign roots, including those of Indian-origin, a new book claims.

Robert Burchfield deleted words like 'balisaur', a badger-like animal from India, 'Danchi', a Bengali plant and 'boviander', the name in British Guyanafor a person of mixed race living on the river banks. The Oxford English Dictionary (OED) is now re-examining words removed by Burchfield who edited the world respected dictionary during the 70s and 80s and who died in 2004 aged 81, the 'Daily Mail' reported. Burchfield, who bizarrely blamed previous editors for it, has long been considered the editor who opened up the English dictionary to the wider world.

Sarah Ogilvie, also a former OED editor, in her new book 'Words of the World' reveals how Burchfield started a rumour that his earlier editors were inward-looking anglocentrics, when in fact the opposite was true.

After investigating Burchfield's rumours she discovered they were unfounded and that he was actually responsible for the deletion of words such as 'shape', meaning a Tibetan councillor and 'wake-up', a golden-winged woodpecker. "I was the editor of the OED responsible for words from outside Europe and while editing these words I noticed a pattern that went against the general consensus: there were thousands of foreign words and words from varieties of English around the world in the dictionary and they had been put there by editor James Murray and his fellow editors," she said.

"The irony of the whole story is that although in the beginning the dictionary editors were criticized for putting too many 'outlandish' words in the dictionary that were 'decaying' our language, one hundred years later they were criticised for the opposite: for too many British words in the dictionary and not enough foreign words! But it turns out that this was a myth perpetuated by a 20th-century Chief Editor of the OED," said Ogilvie. She compared Burchfield's four OED dictionaries published between 1972 and 1986 to a 1933 edition and found that he had erased 17% of the 'loanwords'.

British media norms must change: PM

LONDON: The current British media regulation regime was "unacceptable" and "needs to change", Prime Minister David Cameron said on Wednesday, as he received a judicial report into press standards following the phone- hackingscandal involving Rupert Murdoch's tabloid.

"The status quo, I would argue, does not just need updating - the status quo is unacceptable and needs to change," Cameron said while receiving the Leveson report. "This government set up Leveson because of unacceptable practices in parts of the media and a failed regulatory system," he said. Cameron set up the inquiry last year after it emerged that journalists at the now-defunct News of the World tabloid had hacked the phone of Milly Dowler, a murdered schoolgirl.

Cameron's comments come amid reports of a split in the ruling coalition over the level of regulation and after more than 80 MPs and peers urged Leveson not to recommend a new law.
